Harvey Dent was actually a pretty nice guy. He was the District attorney of Gotham City, and frequently went bowling with his buddies Batman and Commissioner Gordon. Naturally, he quickly became evil because he got tired of putting up with Batman's constant bitching and monologuing. As Two-Face, he takes his anger out on all of the strangely odd number of "2"-themed parties and museum exhibits in Gotham... who you'd think by now would've learned to take their weirdly specific business elsewhere.

Before becoming Two-Face, Dent was a hero of the people. He fought criminals, kissed babies, and tried not to get those two things mixed up too often. His psychological collapse was somewhat foreshadowed by his strange habit of murdering people with a gun, and then yelling "2" at the top of his lungs. Although this was commonly viewed as one of his lovable personality quirks, and probably one of the things that made him such an effective lawyer.
But you can't just mess with the crime families of Sesame Street and not expect a reprisal. He was horribly disfigured by a brutal attack from a local crimelord, during a trial that looked pretty cool. Or maybe it was the Joker who did it... whatever.
The point is, he's evil now, and he's not holding that coin because he's interested in your crappy little debate about whether or not one side is heavier. He's interested in beating the boy wonder with a baseball bat.
His secret weakness is, if you steal his coin, and then hit him in the head with a large number 3, he'll be completely incapacitated. Possibly killed.
